How many times to ask a girl out?

hi guys,
i asked a girl out 2 times but everytime something was coming up as a visit from a best friend or that she is leaving for vacations (both of these were true, no excuses).Now what should i do? Ask her out for the third time or just tell her : i already asked you out 2 times, now it's your turn to ask me out.I know that she didn't come up with these excuses and i can tell that she was sorry that we didn't make it to meet but somehow i hesitate to ask her out for the 3rd time.

What i tell her to ask me out, if she wants to (playfully)?

that's a good one but she is uptight and shy and i don't think that she will respond to this...maybe tell her this: i already asked you out 2 times, now it's your turn to ask me out and start fantasizing that you will have the best time of your life....what about this>?
